BMC to cut permissions needed for building projects by 50%


The BMC is attempting to streamline its notorious building proposal department from May 15 by curtailing permissions a developer requires to obtain building approvals and commencement certificate. 

A 21-page circular issued last week by outgoing civic chief Sitaram Kunte directed the development plan department to begin "auto scrutiny" and online single window application of building proposals on a trial basis by April 30. From May 15 onwards, BMC intends to streamline the system permanently. 

"The main focus is to simplify the construction permit process and reduce the time by eliminating avoidable procedures. It envisages a reduction in procedures involved in interdepartmental clearances and stages by about 50% and reduction of time by about 60%. It also envisages an IT-enabled system for a single window clearance as a long-term solution," said the circular. 

All proposals will now be processed simultaneously along with obtaining the various building concessions. The preliminary sanction called intimation of disapproval (IOD) and commencement certificate to start work will be granted simultaneously. The all-important occupation certificate and building completion certification will be issued simultaneously, within 15 days from the date of application and submission of compliances. 

Building industry sources said the submission of a proposal currently is "cumbersome", especially when obtaining concessions in open space and other benefits that require clearances from the traffic department and fire brigade.
