BMC to cut permissions needed for building projects by 50%


The BMC is attempting to streamline its notorious building proposal department from May 15 by curtailing permissions a developer requires to obtain building approvals and commencement certificate. 

A 21-page circular issued last week by outgoing civic chief Sitaram Kunte directed the development plan department to begin "auto scrutiny" and online single window application of building proposals on a trial basis by April 30. From May 15 onwards, BMC intends to streamline the system permanently. 

"The main focus is to simplify the construction permit process and reduce the time by eliminating avoidable procedures. It envisages a reduction in procedures involved in interdepartmental clearances and stages by about 50% and reduction of time by about 60%. It also envisages an IT-enabled system for a single window clearance as a long-term solution," said the circular. 

All proposals will now be processed simultaneously along with obtaining the various building concessions. The preliminary sanction called intimation of disapproval (IOD) and commencement certificate to start work will be granted simultaneously. The all-important occupation certificate and building completion certification will be issued simultaneously, within 15 days from the date of application and submission of compliances. 

Building industry sources said the submission of a proposal currently is "cumbersome", especially when obtaining concessions in open space and other benefits that require clearances from the traffic department and fire brigade.

Scrapping of development plan to hit home supply in Mumbai

The Maharashtra government’s move to scrap the draft development plan for Mumbai and its revising could hit supply of new housing projects. This would push up property prices in the country’s commercial capital.

Gulam Zia, executive director at Knight Frank, said the confusion in the new plan will delay new projects by at least one year. “Those projects, which are to come up in three years from now, will not come up and supply will be hit. As a result, prices will shot up,” Zia said.

He said developers would not put up new proposals till the row is settled and government officials will also be under confusion regarding clearing of new projects.

Mumbai ranks 15th on global office skyscraper rents index: Knight Frank's Skyscraper 2015 Report

Mumbai, the commercial capital of the country, with office rents at $51.50 (Rs 3,241) per sq ft a year ranks 15th globally, according to the Knight Frank's Skyscraper 2015 Report. The study looks at the prime office rents of 18 markets across the globe.

The annual rentals work out to average of Rs 270 per sq ft a month.
 
The Skyscraper Index ranks cities according to a score system based on a range of criteria including skyscraper office rents and yields, the spread offered by investment yields compared to national bonds, the number of high rises built, and growth prospects for the city.

Among the 18 global property markets, Hong Kong boasts the world's highest skyscraper office rents at $250.50 per sq ft a year, the report showed.

While Hong Kong's large lead in annual rents reflects a low vacancy rate and constrained CBD area, New York is also closing fast. New York's Skyscraper prime office rents have increased by 20% to hit $150 a sq ft since July 2014, outperforming Hong Kong which increased by only 11.3%.

Mumbai's development plan should make adequate provisions for affordable housing: Experts

The city's development plan, which will now be reviewed over the next four months, should make adequate provisions for affordable housing, say experts.

The DP should address the problem of affordable housing, and how the infrastructure is to keep pace with the requirement arising out of population growth, said property consultant Jones Lang Lasalle.

The goal should be to ensure how the city can improve and increase its open spaces, and how the concept of differential FSI and transit-oriented densification and development can help the city to improve the overall standard of living, create and manage resources, and remain competitive.

Bespoke pads to crown new Mumbai highrise

Ahuja Constructions, the Mumbai-based real estate developer, has launched a new iconic residential project called Ahuja Towers in Worli in Mumbai.

The project comprises a 53-storey tower offering 78 apartments, including ‘The Seven’s Heaven’, bespoke collection of seven exclusive apartments on the 40th floor and above. The project is designed in collaboration with international interior designer, Wilson Associates, New York.

The size of the ‘seven heaven’ apartments varies from 5,700 to 6,500 sq ft with a price tag of Rs 55,000 per sq ft.

“The limited edition of seven residences are being offered as part of ‘The Seven’s Heaven Bespoke Collection’, with ready to move in privileges which will re-define the future of luxury living in the city,” Gautam Ahuja, managing director at Ahuja Constructions told Financial Chronicle.

Maharashtra govt scraps controversial Mumbai Development plan

Mumbai's controversial proposed Development Plan (DP) has been scrapped by the Maharashtra government. Chief Minister Devendra Fadnavis announced this at a press conference in Mumbai on Tuesday. Fadnavis said that the decision to scrap the Mumbai Development Plan was decided on Tuesday's Cabinmeeting.



"We have decided to scrap the proposed Development Plan as there were a number of complaints and objections against the DP Plan. The Committee headed by Chief Secretary Swadhin Kshatriya also found many mistakes and flaws in the DP and based on the report of the committee the state has decided to scrap this DP." said Fadnavis.

He added, "We have asked the BMC to reformulate the new Development Plan for Mumbai and submit it within four months."
