Maharashtra government departments start receiving ULPIN data

Commonly called 'Aadhaar for land', the state has readied the Unique Land Parcel Identification Number (ULPIN) for some 3crore documents - 2.62crore 7x12 extracts, and 70lakh property cards in the state.

PUNE: A unique 11-digit number has been attributed to all land parcels in the urban and rural areas of the state with effect from September 19, and data is now being shared with different government departments to prevent fraudulent land transactions.

Commonly called 'Aadhaar for land', the state has readied the Unique Land Parcel Identification Number (ULPIN) for some 3crore documents - 2.62crore 7x12 extracts, and 70lakh property cards in the state.

State settlement commissionerate officials have confirmed the rollout in the state for old and new documents. The main aim of the ULPIN project is to identify every surveyed land parcel and prevent fraud.

Nearly 9,000crore numbers have been reserved for new registrations.

Officials from the Digital India Land Records Modernisation Programme of the revenue department said the department had generated the requisite numbers for both urban and rural land parcels. Around 4,000crore numbers have been reserved for rural areas and another 5,000crore for urban areas for transactions in the future. "The digits will be unique to an existing property. If the property changes, either through subdivision or amalgamation, the ULPIN will change. The trail of changes will be maintained," said an official in the know.

Along with ULPIN, there are unique numbers for all 44,505 revenue villages in the state.

Additional collector and state coordinator of the digitisation section in the revenue department, Sarita Narke, said, "We have already shared our existing data with financial institutions, government departments and their various directorates. Departments such as registration, judiciary, food and civil supplies, and agriculture are among the departments that have the data. The way forward is usage integration capacity so that government digital delivery of services takes place in a faster and more efficient manner," she said.

Sonmoni Borah, joint secretary, department of land resources in the Central government, told TOI, "ULPIN will be a gamechanger for the ease of governance as it would facilitate seamless sharing of land records across sectors, citizens and the government."

A state government official said that besides Maharashtra, 21 other states have rolled out the ULPIN project.

State settlement commissioner NK Sudhanshu had told TOI that they were ready not just with giving the number to existing documents, but also to new ones after the trials and pilot project, adding that they have started issuing numbers to both old and new parcels. The numbers are displayed on the right side of the document. There will also be QR codes comprising details of land parcels.

The state initially wants to issue the unique number and then add details like the longitudinal and latitudinal data. Those downloading documents from the settlement commissioner's website will now be able to see the number, added officials.
